Izmail has joined the declaration on cooperation among communities in southern Odesa Oblast

Members of the Izmail City Council approved a Declaration of Intent and Principles for Cooperation Among Communities in Southern Odesa Oblast regarding the development of intermunicipal dialogue, social cohesion, and support for cultural diversity.

The document is the result of the Regional Forum “Dialogue of Cultures and Communities: Synergy for the Sustainable Development of Southern Odesa Region” and outlines a shared vision for cooperation among communities in the southern part of the region.

The declaration highlights the region’s unique cultural and ethnic diversity, as well as the need to strengthen social cohesion and intercultural dialogue, especially amid a full-scale war. The document also underscores the importance of collaboration among local governments, state authorities, civil society organizations, national communities, scholars, and international partners.

One of the key areas identified is the development of cooperation between the Izmail, Bolhrad, and Bilhorod-Dnistrovskyi communities. Plans include exchanging experiences on social cohesion, supporting cultural diversity, integrating internally displaced persons, and developing humanitarian, educational, and cultural initiatives.

Particular attention is given to supporting national communities, developing open formats for public dialogue, and engaging youth and the civil society sector in discussions on local development and post-war reconstruction. The declaration also outlines possible areas for further cooperation, including the organization of joint cultural and educational events, the exchange of best Ukrainian and international practices, the development of communication between communities, and the preparation of future joint projects.

The declaration was signed on behalf of the Izmail City Territorial Community by Mayor Andriy Abramchenko. On June 19, Izmail hosted the final stage of the Regional Forum “Dialogue of Cultures and Communities: Synergy for the Sustainable Development of Southern Odesa Region,” which brought together representatives of government agencies, local self-government bodies, civil society organizations, academics, leaders of national communities, and international partners.

The forum, organized by the NGO “April 10” with the support of the Office of the United Nations High Commissioner for Refugees and in partnership with the Odesa Regional Council, took place in three cities—Bilhorod-Dnistrovskyi, Bolhrad, and Izmail. One of its main outcomes was the signing of a Declaration of Intent and Principles for Cooperation Among Communities in Southern Odesa Region regarding the development of intermunicipal dialogue, social cohesion, and support for cultural diversity by representatives of the Izmail, Bolhrad, and Bilhorod-Dnistrovskyi municipal communities. It was this document that members of the Izmail City Council approved at a plenary session on July 7.
