In the occupied Kherson region, Russian documents are left pending for months

On the temporarily occupied left bank of the Kherson region, due to prolonged power outages, the occupying "MFCs" operate for only a few hours a day or are closed altogether. As a result, residents have been waiting for months to have their real estate illegally “registered” and to obtain Russian documents.
This is reported by “IRS-South,” citing its own sources and residents of the occupied territory.
The occupying “MFCs,” which are the equivalent of Ukrainian administrative service centers, cannot operate normally due to the lack of electricity. For example, in Chaplynka, the “MFC” is currently open for only five hours a day: from 7:00 a.m. to 9:00 a.m. and from 4:00 p.m. to 7:00 p.m. The occupying authorities attribute this schedule to the power supply regime.

On some days, the offices are closed entirely. According to the publication, power outages are also paralyzing the operations of the illegal “MFCs” in Ivanivka, Kalanchak, Bekhtery, Chorniyanka, Velyka Blagovishchenska, Nova Mayachka, and Brylivka.
Due to reduced operating hours, long lines have formed for real estate “registration.” The occupying authorities require residents to register their property according to Russian rules; however, due to problems with the “MFCs,” appointments are in some cases already being scheduled for December 2026 and January 2027.
The situation is similar with the processing of Russian documents. Residents of the Kakhovka district report that some people have been waiting for Russian passports for over three months. They cite prolonged power outages, including at the passport office, as the reason.
At the same time, according to local residents, even the introduction of generators has not fully resolved the problem. A generator was installed at one of the facilities in Kakhovka about a month ago, after which, according to residents, employees began complaining about having to work.
Locals also claim that employees of the occupation-run “Multifunctional Centers” often simply sit around doing nothing, playing cards or computer games, and treat visitors with condescension.
The shelling of the city has become another reason for suspending operations in Kakhovka. According to residents, following fires and strikes in central Kakhovka, “MFC” employees began using the security situation as an additional reason to close the facility.
Residents also report that following the latest shelling, representatives of the occupying authorities began removing signs and inscriptions bearing the names of institutions and departments from the seized buildings.
