Illegal construction found on Odesa beach

Specialists from a number of specialized departments and offices of the Odesa City Council inspected the coastal area near Otrada Beach under the cable car and found illegal construction.
According to the press service of the Odesa City Hall, along the water's edge, inspectors found construction work on the sandy beach area to build a concrete pad.
The work is being carried out without obtaining the appropriate permits. Currently, the inspectors have drawn up a report on the inspection of the illegal placement of objects, structures and elements on the territory of Odesa, and the Prymorskyi District Administration of the Odesa City Council has served a demand to the contractor to suspend the work and provide all available permits.
In case of non-compliance or lack of relevant permits, the Prymorskyi District Administration will dismantle the construction works.
Earlier, the Executive Committee of the Odesa City Council set the cost of parking in the city's parking lots near the coast at UAH 60 per hour. Also, the head of the Odesa Regional State Administration, Oleg Kiper, signed an order to inspect the region's beaches before the upcoming tourist season.
In November 2025, the Rules for the Equipment and Operation of Beaches established by the Odesa City Council became obsolete due to changes in legislation - the Law of Ukraine "On Lease of State and Communal Property" no longer allowed beaches to be leased as amenities or hydraulic structures, as was done under the City Hall rules of 2007.
At that time, the courts were considering 30 lawsuits filed by prosecutors to terminate beach lease agreements. In 2025, more than two dozen beach areas for swimming and recreation were officially opened in Odesa. All of them were tested for safety in accordance with wartime requirements. Separate zones were also opened in Chornomorsk and Prymorske in the Izmail district. Recreation was allowed on 26 beach areas. All of them have been inspected and meet sanitary requirements and wartime conditions.
In 2024, the beach season in Odesa region opened on June 8. There were 20 locations available for swimming, which were previously checked to ensure they met safety standards.
