Avdeev explains what will be built behind the fence in the UNESCO zone in Odesa

Oleksandr Avdeev , head of the Department of State Architectural and Construction Control of the Odesa City Council, said that construction is planned behind the fence at 15-A Oleksandr Stankova Street in the center of Odesa.
According to the head of the department, this place is a household currently owned by the Nashadky cooperative, which has ordered a technical report on reconstruction, with a change in elevation, with adaptation to a residential building with retail and office space and parking.
On September 16, 2025, the Department of Architecture and Urban Development issued urban planning conditions and restrictions on the design of the construction project: "Reconstruction of a household without changing the geometric dimensions of the foundations in the plan, with a change in elevation, with adaptation to a residential building with retail and office space and parking." The maximum permissible height is 18.6 meters. The Department of City Improvement issued a permit for the installation of temporary fencing, which is valid from September 26, 2025, to September 26, 2026.
Last year, the Dumskaya media outlet wrote about this construction, noting that the Kyiv Court of Odesa in August 2025 authorized a search of the site where Nashadky planned to build. The police opened a criminal investigation on suspicion that the cooperative had used deliberately false technical passports to illegally seize the community's land. The court granted permission to inspect the territory and premises to collect evidence and determine the amount of damage.
In September of the same year, the court seized real estate with an area of more than a thousand square meters at this address. The ruling expressly prohibits any construction or dismantling work, sale or alienation of the property.
In April 2024, Odesa expanded the zone of the historic center, which is a UNESCO World Heritage Site. The historic center of the city includes the territory within the boundaries of Prymorska - Lidersovskyi Boulevard - Leontovycha - Panteleimonivska - Staroportofrankivska - Balkivska streets. Oleksandr Stankova Street is part of this zone.
