An Odessa judge has reported one of the highest pensions among his colleagues

Stepan Domuschy, a former judge of the Fifth Administrative Court of Appeal based in Odesa, reported an annual pension of 2.7 million hryvnias.
This was reported by the Center for Public Investigations, citing analysts from the OpenDataBot platform, noting that this amounts to over 226,000 hryvnias per month.
Based on this figure, Stepan Domuschy ranked third among his fellow judges, behind Viktor Shkolyarov—a judge of the Supreme Court of Ukraine who retired last year and receives a pension of 3 million hryvnias per year, and Tetyana Zhayvoronok, a judge of the Supreme Court of Ukraine, with a pension of 2.85 million hryvnias per year, or 237,600 hryvnias per month. The judge also retired last year at her own request. Stepan Domuschy left office in December 2025 after serving in the courts for 21 years.
In September 2024,Stepan Domuschywas elected president of the court where he worked, replacing Oleksandr Dzhaburia. Now the judges must elect a new president. On December 26, 2024, Stepan Domuschipublisheda notice regarding significant changes in his financial status. According to the declaration, for December 2024, he received a salary of 263,614 hryvnias from the Fifth Administrative Court of Appeal.
Previously, the judge had declared 3,010,300 hryvnias in salary, 209,300 hryvnias in pension, and 3,668 hryvnias in reimbursement for travel expenses to Kyiv to participate in a roundtable. His wife received a pension of 32,600 hryvnias and over 1,200 hryvnias in interest from a bank deposit.
In total, 858 judges listed pension payments in their declarations. This represents 14% of the total number of officials who filed an annual declaration for the previous year. Despite a difference of nearly 58,000 hryvnias between the maximum payments, the typical pension among lawmakers and judges turned out to be almost identical. The median pension among lawmakers is 229,600 hryvnias per year, and among judges—227,100 hryvnias. This means that half of the pensioners in each group receive more than these amounts, and half receive less.
