Following a request from Intent to the Ministry of Education and Science, Ihor Fedyanin, a student from Kherson who missed his exam due to a drone attack, was granted permission to take the exam during the make-up session. The Appeals Commission at the Ukrainian Center for Educational Quality Assessment reviewed the appeal and issued a favorable decision.

Regarding the previous denials, the UCEQA stated that, in their opinion, the documents provided by Ihor were not sufficient proof that he was unable to leave the city. However, on the same day, the student received a new notification stating that his application would be reviewed for a third time.

The first administration of the English language exam and the general academic proficiencytest for admission to a master’s program took place on July 1. On that day, there was a major drone attack on Kherson, and the occupiers shelled minibuses and cars. As a result of a targeted strike by a Russian drone on a minibus, 18-year-old Svitlana Peshik from Kherson, who was on her way to submit her university application documents, was killed.

After assessing the security situation that morning, Ihor Fedyanin decided not to travel to Mykolaiv, where the exam was to take place. He notified Kherson State University of his absence by phone and was told that he would be able to take the exam during the retake session. However, the student was later denied this opportunity, first by the Kherson Center for Educational Quality Assessment and then by the Ukrainian Center for Educational Quality Assessment. As a result, Ihor turned to journalists.
