The Supreme Council of the Ukrainian Soviet Socialist Republic was the highest organ of state power and the sole legislative body of the former Ukrainian Soviet Socialist Republic (USSR). Formally, the Council was directly elected by the citizens of the Ukrainian SSR over the course of eleven convocations on the basis of universal, equal, and direct suffrage. Starting in 1938, one deputy was elected per 100,000 people, and starting in 1978, 650 people’s deputies were elected from a bloc of communists and non-party members. In practice, elections were held under the strict control of the ruling and, at that time, sole Communist Party. The term of office was four years, and from 1975—five.
