Unpaid Military Registration Fines Surge in Ukraine to Nearly 10,000

The number of unpaid fines for violations of military registration in Ukraine is growing, with more than 9,000 proceedings opened since the beginning of the year. Mykolaiv region ranked second among the southern regions by the number of fines.

This is evidenced by data from the monitoring service Opendatabot.

The number of unpaid and overdue fines for violating the rules of military registration in Ukraine is growing rapidly. Since the beginning of the year, about 10,000 enforcement proceedings have already been opened for unpaid fines, almost as many as for the entire year of 2023. At the same time, Ukrainians are in no hurry to pay them off: only half of the proceedings opened last year were closed. The bulk of fines are for people aged 25-35.

As of 2024, 9,658 proceedings were opened due to unpaid fines from the TCC, which is almost equal to the figure for the whole of 2023, when there were 10,541. At the same time, 23% of the fines issued last year still remain unpaid, and the overall level of enforcement of decisions on fines is only 48%.

This year, the largest number of fines was issued in Dnipropetrovska oblast (1,053 proceedings), Kyiv (1,003) and Poltava oblast (916). Almost half of the debtors are people aged 25-35, and another 38% of offenders are citizens aged 36-45.

Among the southern regions, Odesa region ranks first with 854 fines, followed by Mykolaiv region with 151 fines, and Kherson region with 137.

Men between the ages of 18 and 60 who are not registered for military service or have not updated their data in the CCM and JV face a fine of UAH 17,000 to 25,500. For officials and legal entities, the fines are even higher, ranging from UAH 34,000 to UAH 59,000. In case of late payment of the fine, the amount is doubled after the case is transferred to the executive service. At the same time, the payment of the fine does not exempt from the need to comply with the military registration requirements.

In early January 2025, the Verkhovna Rada adopted in the first reading Bill No. 12093, which provides for a 50% discount on fines for late updating of military registration data.

Ukrainians continue to accumulate debts, in particular due to unpaid fines for traffic violations and administrative offenses. The total number of new debts exceeded 100 thousand, and the largest number of them among the southern regions was recorded in Odesa region. Mykolaiv region ranks second, and Kherson region is third. Almost 75% of debtors are men.

Compared to the beginning of the full-scale launch, the number of traffic fines has increased by 2.4 times. According to the Unified Register of Debtors, 735,000 new fines were issued last year alone, of which 37% have not yet been paid. As of the end of 2023, the total number of fines reached 1.8 million.

At the same time, in 2023, condominium associations filed a record number of lawsuits against debtors - 1,400. This is due to the lifting of the ban on debt collection at the end of the year. In 2024, the situation did not improve: as of the end of the year, the courts had already resolved 3,600 debt cases.
