There are more than 1,600 systemic debtors for heating services in Odesa, each of whom has accumulated a debt of more than UAH 70,000. The Odesa City Heat Supply Company is already preparing about 1,700 lawsuits to enforce the collection of these funds.

According to the Odesa City Council, an example is a resident of Evropeiska Street who owes the company about UAH 100,000. After the court decision, a private enforcement officer seized his accounts and real estate, and the debt will be collected by force. In addition, the debtor will also have to pay an enforcement fee (10% of the debt) and a court fee.

The mayor's office notes that the lawsuits are a forced step due to the debtors ' refusal to fulfill their obligations voluntarily. If the court decision is not enforced, the executive service or private bailiffs block the accounts and property of the debtors.

Interestingly, those living abroad are also subject to legal measures, just like those in Ukraine. Often, people contact the company after their accounts have been seized, but at this stage it is no longer possible to conclude a debt restructuring agreement without the involvement of the executive service.

However, it is possible to avoid penalties, court costs and enforcement if debtors enter into a restructuring agreement in advance, thereby settling the issue without going to court.
