The Department of International Cooperation, Culture and Marketing of the Odesa City Council has prepared draft new rules for the maintenance of facades of buildings and structures in the historic district of Odesa.

This was reported by the press service of the Odesa Municipality.

The purpose of this draft decision is to determine the rules for maintaining the facades of buildings and structures in the historical development of the city of Odesa to create a favorable living and urban environment, protect the outstanding universal value of the World Heritage Site "Historic Center of Odesa", historical buildings and the traditional character of the environment in the interests of present and future generations.

Comments and suggestions to the draft decision of the Odesa City Council are accepted by the Department of International Cooperation, Culture and Marketing.

Therules will provide for regular cleaning of the glazing and equipment of windows and shop windows, their maintenance and painting. The owners and users of buildings and structures will be responsible for maintaining the facades of buildings and structures in good condition, timely repair and protection against damage, destruction or destruction, and will be obliged to conclude protection agreements with the relevant cultural heritage protection authority.

The rules should prohibit:

  • Changing the appearance of the facades of cultural heritage sites and valuable historical buildings.
  • Carrying out works on the facade to decorate it in the absence of an approved facade decoration passport or with deviations from it.
  • Carrying out any work with decorative elements of facades and elements of historical and cultural value without the conclusion of the Authorized Executive Body for the Protection of Cultural Heritage and an approved passport for facade decoration.
  • Covering with banners or continuously gluing with opaque film (including inscriptions and images of an advertising nature) the glass filling of window (shop window) and door openings on the main facades, both from the outside and inside, except as provided for by the rules.
  • Local (partial, fragmentary) painting of facades, finishing of a part of the facade.
  • Replacement of windows, doors, and shop windows in cultural heritage monuments without reproducing their authenticity.

The law also provides for a number of other prohibitions and permits, as well as the development of facade passports. The law also regulates the arrangement of landscaping and temporary decoration on facades.
