Odesa region is third in Ukraine in terms of unpaid traffic fines

More than 2 million traffic fines are accrued in the Unified Register of Debtors as of the end of October 2025, and 75% of the proceedings have been closed, although they have not been paid.
The relevant calculations were published by analysts of the Opendatabot platform.
Dnipropetrovs'k region is the leader in terms of the number of unpaid fines - 211.5 thousand fines (11%). The capital follows with 193.7 thousand (10%), Odesa region is in third place with 146,967 fines (7%), Kharkiv region with 125.9 thousand (6%), and Kyiv region with 106.3 thousand (5%).
Mykolaiv region has 72,893 unpaid fines, and Kherson region has 36,637.

Meanwhile, the lowest number of violations was recorded in Luhansk region - 13.2 thousand fines (0.7%), as well as in Ternopil (1.4%), Kherson (1.8%), Cherkasy (2.3%), and Chernivtsi (2.4%) regions.
1.5 million fines for traffic violations, or 75% of the total number of such proceedings in the Register, have been completed, although the debt remains on the offenders simply because it is impossible to collect the debt from the offender. Thus, a significant portion of unpaid fines continues to remain in the Register of Debtors.
The vast majority of fines not paid on time - as much as 92% - are paid by men (1.8 million cases). Women violated the law and failed to pay on time in only 8% of cases.
People aged 25 to 45 are the most likely to violate the law (64% or more than 1.28 million debts). Drivers under 25 account for 13% of fines (about 252 thousand). Another 23% (approximately 469 thousand) of debts are owed by violators over 45 years old. During the full-scale war, the number of unpaid fines increased by 43%. And compared to 2024, the number of fines in 2025 increased by 6%.
