Odesa municipality has failed to find a contractor to renovate an orphan's apartment for a year

The Capital Construction Department of the Odesa City Council tried seven times in 2024 to find a contractor to repair the apartment of an orphan who suffered from a fire.
This became known during a meeting of the commission on education, sports and interaction with public organizations.
According to Larysa Yanushkevych, deputy director of the department, the problem is that the expected cost of the procurement is too small to attract the attention of a large company, and those who are willing to participate are unable to meet the requirements for providing all the necessary documents. The expected value of the procurement in that tender was UAH 748.5 thousand. In addition, due to mobilization, there were fewer specialists in the city who could make repairs. The apartment is over 70 square meters.
"Now, because of the war, there is a shortage of builders, even at those sites where the cost of work is higher," the official said.
The situation is complicated by the fact that the apartment needs significant repairs and replacement of the roof, as it is a one-story building, and the owner will reach the age of majority next year and will be excluded from the orphan program and will be left with a destroyed apartment that has been waiting for repair for several years.
To solve the problem, the department recalculated the cost of the repairs to the project, taking into account the increase in wages for construction workers, and decided to submit to the deputies at the city council session the possibility of increasing the amount of money that the city council will allocate for repairs to orphans, children deprived of parental care, persons from among them, and large families raising five or more children for 2023-2025 as part of the amendments to the City Target Program for Housing for 2023-2025 and increase it to UAH 1 million 566 thousand.
According to Larysa Yanushkevych, this will help attract the attention of larger players in the construction market than before and make the necessary repairs. The department has already planned to announce a tender for the corresponding amount.
