Mykolaiv City Hall plans to arrange a cultural center in an unfinished building

Chief Architect of Mykolaiv Yevhen Polyakov confirmed that the city authorities have returned to the plan to convert the scandalous unfinished building in the Namiv neighborhood into a cultural center for children and youth.

He said this during an online broadcast of the Mykolaiv City Council.

In particular, the citizens asked about the fate of the unfinished building at 43 Ozerna Street, to which Polyakov said that the city authorities have been actively working on this issue this year, and the arrest has been lifted.

The chief architect explained that there are not enough facilities for children in the Namyv neighborhood to attend clubs, except for school and kindergarten. Since there is a dense building there and the prospect of new construction, a cultural center is needed where children could learn singing, choreography, playing musical instruments and attend any other clubs. According to Polyakov, there is an idea to combine the Culture Center with the Youth Leadership School project to develop future leaders of Mykolaiv and Ukraine, as well as to attract extra-budgetary funds for part of the implementation.

In 2025, the facility was inspected and a conclusion was made about the possibility of its reconstruction: Polyakov noted that the building itself has high-quality structural elements, as it was once used as a bank building, and there is also a dry basement. He added that metal grilles are now installed at the facility to prevent unauthorized persons from entering, and the goal of the city authorities is to design and implement this facility.

Mykolaiv also lacks the funds to roof the unfinished building of Lyceum No. 60 in Varvarovka before winter. The city authorities are waiting for a decision from the Ministry of Finance and are negotiating with the regional administration for funding.

First Deputy Mayor Vitaliy Lukov told this in a comment to MikVista. According to him, Mayor Oleksandr Sienkevych has already sent a letter to the Ministry of Finance requesting additional funds to repair the roof, but there has been no response yet.
