Last year, an Odesa resident became a record-breaker in terms of fines for drunken driving of an electric scooter

A resident of Odesa received the largest fine for driving an electric scooter while intoxicated of all those imposed in 2024.
This was reported by analysts of the Opendatabot platform, citing data from the court registry search engine Babusya.
In total, the court register contains data on 71 court cases involving electric scooters. Typically, such violations are fined in the amount of 340 to 34 thousand hryvnias and sometimes deprived of driver's licenses. At the same time, analysts note that the number of such cases has increased by 42% over the year. This year, the court register already includes at least 17 such cases.
In the case of the Odesa resident fined UAH 34,000, it turned out that the man did not have a driver's license and was not the first time he had ridden a scooter while drunk.
Other fines were smaller - 17 people received 17 thousand hryvnias each over the past two years. 15 of them were driving the scooter while under the influence of alcohol, and two were under the influence of drugs. Three people were banned from driving vehicles for a year.
Since 2023, all electric scooters (monowheels, sigways, etc.) have been recognized as vehicles, which has allowed police and courts to bring e-scooter drivers to administrative responsibility on a general basis, on a par with car drivers. However, no separate rules and liability for drivers have been developed.
It should be noted that in 2024, Odesa determined that parking spaces for light personal electric vehicles (electric scooters, monowheels, etc.) are parking areas.
Members of the Executive Committee of the Odesa City Council voted to amend the City Target Program for the Development of Electric Transport in Odesa for 2022-2026.
Thus, the members of the executive committee canceled the decision of 2021, which determined the places for parking scooters on sidewalks. This is due to changes in the resolution of the Cabinet of Ministers of Ukraine, which recognizes scooters as a vehicle.
