Kherson region is among the anti-leaders in terms of financial reporting of NGOs

For 2024, 89% of public organizations and 77% of charitable foundations did not submit financial statements. Among the regions of the south of the country, Kherson region became the anti-leader in terms of the number of NGOs and charities that ignored the obligation to report, and Mykolaiv region is among the leaders in terms of declared income.
This is evidenced by data from the monitoring service Opendatabot.
The vast majority of public and charitable organizations in Ukraine have not submitted financial reports for 2024. According to the State Statistics Service, these are 92,189 public organizations, which is approximately 89% of the total. Also, 23,382 charitable foundations did not report, which is about 77%.
This trend began long before Russia's full-scale invasion. As early as 2021, 97% of public organizations and 94% of charitable foundations ignored the obligation to report, despite the requirements of the law. After the outbreak of the great war, the number of silent organizations even slightly decreased, but the overall situation remains consistently alarming.
Among the regions of the South, the lowest number of CSOs submitted financial reports in Kherson region - 96.6, in Mykolaiv region - 90.9, and in Odesa region - 88.4.
Most of the organizations that did not submit reports are registered in the regions where military operations are ongoing or the territories are temporarily occupied. However, even in relatively safe regions, the percentage of such organizations remains high. For example, in Kyiv region, more than 90% of civic organizations did not submit reports, and in Chernivtsi region, 80% of charitable foundations did not submit reports.

At the same time, there are organizations that not only report regularly, but also have billions of dollars in revenue. Among the NGOs that reported for 2024, the largest amount of money was received by "Ukraine Invincible - 2023" from Mykolaiv region - UAH 6.1 billion.
Next in the ranking are "Against Corruption" from Cherkasy region (UAH 3.5 billion), "Security and Welfare" from Zaporizhzhia (UAH 2 billion), "Together Against Corruption" from Kyiv (UAH 1.8 billion), and "68th Brigade 3 Bat" from Ivano-Frankivsk region (UAH 1.7 billion). Among the charitable foundations, the leader is "Come Back Alive" - in 2024, the foundation declared UAH 4.9 billion in income.
In 2024, Ukrainian charitable foundations raised more than UAH 24 billion to support the Armed Forces, which was spent on vehicles, equipment and other necessary gear for the frontline.
