In January-June 2025, the salaries of employees of local courts in Odesa region averaged UAH 13,271.

The State Judicial Administration of Ukraine published the relevant data.

According to the administration, employees of the Economic Court of Odesa Region earned UAH 16,435 each, and those of the Odesa Court of Appeal - UAH 15,203. The High Council of Justice noted that this situation is observed in all courts of Ukraine.

The High Council of Justice insists that the guaranteed share of the salary of the staff is not able to provide a decent level of remuneration, and the accrual of incentive payments is limited due to insufficient funding.

In this regard, the High Council of Justice adopted public appeals to the President of Ukraine and the Cabinet of Ministers of Ukraine, in which it noted that the issue of remuneration of judicial employees is not the only problematic issue of its functioning.

"The timely modernization and digitalization of Ukraine's judicial system is one of the key priorities on its path to the European Union, which is reflected in the Rule of Law Roadmap. This document provides for the development and implementation of effective IT solutions in the judicial system, which, in turn, requires a high-quality modern material and technical base, without which effective digitalization of judicial proceedings is impossible," the High Council of Justice emphasized.

In its appeal, the HCJ reminded that on June 23, 2022, the European Council agreed to grant Ukraine the status of a candidate for accession to the European Union. At the same time, Ukraine has a number of requirements to fulfill on the way to European integration, one of which is the continuation of judicial reform in Ukraine, but the implementation of judicial reform is impossible, in particular, without the state providing guarantees of the independence of the judiciary, including in terms of funding.
