Court orders Odesa entrepreneur to demolish extension to cafe

A court in Odesa has ordered an entrepreneur to vacate an illegally occupied land plot on Kanatna Street and dismantle an illegally constructed building.
This was reported by the press service of the Odesa Regional Prosecutor's Office.
Prosecutors found that the owner had unauthorizedly reconstructed his cafe-bar and "added" a major extension to it without obtaining any permits. The area of the facility has increased, and the premises were used for business activities - selling food flavors and arranging a warehouse.
In fact, a permanent structure appeared on the land of the territorial community under the guise of a temporary summer playground. The land plot in question is also located in the security zone of heating networks, which is a direct violation of land and building regulations.
The prosecutor's office appealed to the court to demolish the unauthorized construction. The court upheld the prosecutors' position, but the owner of the facility appealed the decision to higher authorities. In 2025, the cassation review was completed - the courts finally confirmed the legality of the prosecutor's claims.
As of today, the decision has been enforced: the illegal structure has been dismantled, and the prosecutor's office has freed the municipal land plot of the city council from illegal construction.
Meanwhile, private enforcement officer Georgiy Parfyonov put up for auction a 0.1-hectare plot of land seized by the Odesa Oblast Economic Court. The starting price of the auction is UAH 14 million 544.9 thousand. The plot is located at 12-B Novoberegova Street.
The Commercial Court of Odesa Region also upheld a claim filed by the Deputy Head of the Odesa Specialized Defense Prosecutor's Office of the Southern Region and invalidated a contract concluded to the detriment of the state's interests, which resulted in a shortfall in budget revenues.
