The High Council of Justice Will Not Dismiss a Judge from the Kherson Region

The High Council of Justice will not consider the recommendation to dismiss JudgeIgor Shtulman, who began his career in a court in the Kherson region. The reason is that the judge had previously submitted his own resignation and had already been dismissed.

This was reported by the press service of the High Council of Justice.

Ihor Shtulman submitted his resignation on May 28, 2026. Less than a month later, on June 25, the High Council of Justice approved his resignation and dismissed him from his position as a judge of the Sixth Administrative Court of Appeal.

Afterward, the High Council of Justice was to consider a recommendation from the High Qualification Commission of Judges of Ukraine regarding Shtulman’s dismissal. However, by that time he was no longer serving as a judge, so it was decided to leave the recommendation unconsidered.

Ihor Shtulman began his judicial career in 1996 at the Chaplynka District Court in Kherson Oblast. In 2001, the Verkhovna Rada appointed him as a judge for an indefinite term.

He later transferred to Kyiv, where he worked in the judicial system for over 20 years. Shtulman’s last place of employment was the Sixth Administrative Court of Appeal, to which he was transferred in February 2024.

In the spring of 2026, Shtulman decided to resign voluntarily. Since the High Council of Justice approved his resignation before the High Qualification Commission of Judges had a chance to consider its recommendation, the issue of his dismissal at the commission’s request will no longer be considered.

The press service of the Sixth Administrative Court of Appeal announced that Shtulman had ended his judicial career.

Previously, a guilty verdict had brought an end to the career of Oleksandr Boyarsky, a judge from the Odesa region, even before the disciplinary proceedings were concluded. As a result, the High Council of Justice did not consider the issue of his dismissal.

The High Council of Justice also decided to remove Lyudmyla Saltan from her position as a judge of the Kyiv District Court of Odesa.
