Naftogaz Trading filed a lawsuit against the Kherson Department of Municipal Services, demanding payment of a debt for gas supplied during the Russian occupation of the city. The supplier sought to recover more than 54,000 hryvnias, but the court dismissed most of the claim.

This is stated in the decision of the Commercial Court of Odesa Oblast dated October 30, 2026.

Naftogaz filed the lawsuit due to late payment for natural gas supplied to the department from November 2021 to March 2022. The company sought to recover 29,427 hryvnias in principal debt, 11,446 hryvnias in late fees, 2,697 hryvnias in 3 percent annual interest, and 10,435 hryvnias in inflation-related losses.

The court found that the department had not paid for the natural gas supplied in March 2022. However, during that period, the Kherson city community was under Russian occupation. Given the special legal restrictions, the court denied the claim for 29,427 hryvnias in principal debt.

The court also rejected the imposition of a portion of the penalties for the period of occupation, as the department was objectively unable to make payments due to disruptions in the banking and treasury systems.

As a result, the court ruled to collect 101 hryvnias and 95 kopecks in late fees, 245 hryvnias in interest at 3 percent per annum, and 602 hryvnias in inflation-related losses from the department. The department must also pay an additional 42 hryvnias in court fees.

The court dismissed the remainder of the claim.
