Prosecutor General's Office demanded to cancel Odrex's license due to the death of Odesa businessman Kivan

The Prosecutor General's Office is putting pressure on the Ministry of Health of Ukraine to close the Odrex hospital over the death of Odesa businessman Adnan Kivan. Instead of an objective investigation of the patient's death, the prosecutor's office is turning the case into an extrajudicial attack on a private medical business.

The lawyers said that the Prosecutor General's Office is putting pressure on the Ministry of Health to revoke the license of Odrex, a private hospital in Odesa. According to the lawyers, instead of conducting a professional investigation into the circumstances of the patient's death in 2024, law enforcement officers are trying to stop the work of the medical institution using administrative methods.
According to the company, on November 7, 2025, Deputy Prosecutor General Maria Vdovychenko sent a seven-page letter to the Ministry of Health demanding an unscheduled inspection and "a decision to completely terminate the license" of Odrex. On November 20, after Vdovychenko's repeated request, the Ministry issued an order for the inspection.
At the same time, according to the lawyers, a number of little-known media outlets began publishing materials with predictions about the upcoming revocation of the clinic's license.
Miller claims that the Deputy Prosecutor General's letters do not contain legal grounds for such demands, and certain wording violates the presumption of innocence, as the prosecutor 's office actually calls the hospital guilty before the investigation is completed. Also, according to the lawyers, the PGO demands to check issues unrelated to the patient's death, including the technical parameters of the premises, and to cover a period that goes beyond the scope of the criminal proceedings.
The lawyers remind that the law prohibits unscheduled inspections of businesses without a threat to life, and that the President and the National Security and Defense Council have previously called for not blocking the work of businesses without critical grounds.
The background of the case concerns the death of a patient with serious cancer who died at Odrex in October 2024. The family made no claims against the medical facility and refused an autopsy. However, a report of a possible crime was filed not with the Odesa police, but with the Kyiv Regional Prosecutor's Office. There, the proceedings were classified as more serious, which allowed for forceful actions, including searches and wiretapping.
Subsequently, the Pechersk Court seized Odrex's corporate rights, and the doctors were imposed a preventive measure. Several groups of investigators and prosecutors from the PGO are working on the case.
The lawyers believe that the scope of the prosecutor's actions does not correspond to the essence of the proceedings and indicates an attempt to put pressure on private medical business. They have appealed to Prosecutor General Ruslan Kravchenko to stop the pressure on the clinic and return to legal procedures.
Odrex says it is interested in a full and independent investigation into the circumstances of the patient's death and has provided all the necessary documents. The clinic assures that it will resist attempts to block its work with extrajudicial decisions.
New testimonies from victims and discussions of the case on social media regularly appear around the Odrex Medical Center, where there is support for doctors, criticism and speculation about raider pressure.
Recently, the Kyiv Court of Appeal has reduced the house arrest of Vitaliy Rusakov, a doctor suspected of negligence in the treatment of Odesa businessman Adnan Kivan. At the same time, Medical Director Dmytro Havrychenko assures that the accusations against the staff are unfounded.
