Judge from Kherson region appeals against dismissal sentence

The judge of the Bilozersky District Court appealed her dismissal. She insists on canceling the evaluation and the actions of the commissions that led to her dismissal.

Judge of the Bilozersky District Court Anna Bila-Kyselova filed a lawsuit with the Supreme Court, acting as a court of first instance, demanding to cancel the decisions of the High Qualification Commission of Judges of Ukraine (HQCJ) and the High Council of Justice (HCJ), which dismissed her from office.
The lawsuit was filed back in May 2025, but the case is still pending. The judge demands that the HQCJ interview held on January 17, 2024, as part of the qualification assessment, be declared illegal, as it allegedly violated Article 126 of the Constitution of Ukraine and led to her unconstitutional removal from office.
Anna Bila-Kyselova also asks the court to establish that the HQCJ rapporteur Volkova and the commission members lack the authority to assess her suitability for the position. According to the judge, the HQCJ's actions in granting the Public Integrity Council representatives access to the full dossier in 2023-2024 were unlawful, and the decision should be canceled.
The HQCJ and the HCJ recognized the judge as unfit for office and submitted a motion for her dismissal. According to the Public Integrity Council, in 2016 and 2021, Bila-Kyselova visited the occupied Crimea and had contact with the occupiers. In addition, a person with a completely identical full name had a Russian identification number. On April 30, 2024, the HCJ officially dismissed the judge from her post.
In the lawsuit, the judge also asked for separate rulings in connection with the discovery of what she believed to be forged documents in the dossier, as well as the disclosure of personal data by HQCJ employees and Commission member Volkova.
On July 8, 2025, the Administrative Court of Cassation returned her claim. The plaintiff disagreed with the decision and filed an appeal with the Grand Chamber of the Supreme Court demanding that the decision of the Cassation Court be overturned and the case be referred to the court of first instance.
In June, President Zelenskyy signed decrees appointing new judges in several regions of the country. Among the appointees are three female judges who will now administer justice in Odesa, Mykolaiv, and Kherson regions.e The cases were suspended due to formal errors, and the court left the application without motion.
