Without rules and specialists: how delays hampered the reconstruction of Posad-Pokrovsky

The pilot program to restore the village of Posad Pokrovske in Kherson Oblast has been running for almost three years. The project started in 2023, then stopped for a while, and now it has entered an active phase again.
This was reported by Suspilne, citing Oleksandr Prokudin, head of the Kherson Regional Military Administration.
According to him, at the initial stage, reconstruction was slow due to the lack of clearly defined rules, mechanisms, and legal solutions for the implementation of such projects. One of the key problems was the registration of customer rights - many residents did not have documents for land or destroyed housing. An additional challenge was the shortage of specialists who agreed to work in the frontline region.
The project is currently in an active stage of implementation. We have already signed 263 contracts for the construction of new residential buildings, and direct construction work is underway at 228 sites. Some of the houses are almost completed, and their owners should receive the keys in the near future. Some families are already living in the homes that have been renovated. In addition to new construction, about 80 facilities are being restored, which, according to the head of the JFO, is an important result.
The reconstruction of water and gas supply networks is also almost complete, with 96% of the work completed. According to Prokudin, it was the restoration of communications that was critical for residents. In parallel, a security center is being built, which is currently about 50% complete. The outpatient clinic has been rebuilt by 23%, and the kindergarten and gymnasium are still at the design stage.
Posad-Pokrovske is one of six settlements that are being rebuilt as part of a government pilot project. The initiative was launched in April 2023, and in May it was officially presented directly in the village. In 2025, the Cabinet of Ministers allocated more than UAH 2.2 billion for the restoration of Posad-Pokrovskyi.
These funds were used to start construction of 173 new private houses and continue major repairs of 56 more houses. During the Russian aggression, civilian infrastructure and residential buildings were completely destroyed in Posad Pokrovsky.
A new school will be built on the site of the school destroyed by the Russians. It will be built as part of a state project for the comprehensive restoration of settlements affected by the armed aggression of the Russian Federation. The space will combine the functions of an educational institution, a kindergarten, and an open center for the entire community.
