Kherson plans to renovate the basement of one of the city's hospitals to turn it into a shelter. More than UAH 165 million is needed to implement the project.
This is evidenced by data from the DREAM digital recovery ecosystem.
The Kherson Oblast Health Department initiated the reconstruction of the basement of the therapeutic building of the Tropinich City Clinical Hospital. The hospital building, which has been operating since 1983, has five floors and provides both primary and secondary medical care, is now in need of renovation and additional protection for staff and patients.
The project envisages the arrangement of the basement as a dual-purpose structure - it will serve as a protective shelter with anti-radiation properties. It is planned that all rooms should be designed logically and conveniently so that staff can work and patients feel safe.

The reconstruction of the basement is part of the hospital's development strategy and its resilience to military threats. Since the beginning of Russia's aggression against Ukraine, Kherson has been under constant shelling, and the safety of civilians and medical staff has become critical. The new shelter will allow patients and staff to stay safe during emergencies without interrupting the operation of the medical facility.
The project has already undergone a preliminary feasibility study and is planned to be implemented locally. The total area of the hospital site is more than 4.7 hectares, and the area under the buildings is almost 21 thousand square meters. The reconstruction of the basement will take into account all regulations, the necessary facilities for staff and patients, as well as inclusiveness and accessibility for people with disabilities.
It is expected that the services provided by the renovated building will be available to more than 230 people annually. In addition, the reconstruction of the basement will have a positive impact on the safety of the entire population of Kherson - in particular, more than 75,000 local residents and more than 2.3 million internally displaced persons in the region will be able to use the updated medical services in case of emergencies.

The project is working on several implementation options, including technical solutions, financial and management models. The total budget for the reconstruction is about UAH 165 million, most of which will be spent on the construction and arrangement of the protective structure. The duration of the work is estimated at 10-13 months, after which the basement will be fully operational and the hospital will be able to provide medical care without interference even in crisis conditions.
The Kherson Regional Clinical Hospital also plans to repair the basement of the surgical building to equip it with a shelter for patients and doctors. The total cost of the project was 38 million, but funding has not yet been confirmed.
