Construction of wind farms planned in nine communities of Odesa region

Communities in Odesa Oblast are planning to build wind farms. Foreign investors from the UK and Germany will be attracted for this purpose.
This is stated in the Program of Socio-Economic and Cultural Development of Odesa Region for 2026.
In 2026, Odesa region plans to actively increase electricity production from renewable sources, which is especially important in the context of a full-scale invasion and the need to strengthen energy independence.
According to the program, 78 renewable energy facilities with a total capacity of almost 765 MW are currently operating in the region: 70 solar, four wind, one hydroelectric, two biogas and one biomass power plants. All of them have been licensed to produce and supply electricity at a feed-in tariff. In the first half of 2025, generation amounted to more than 647 million kWh.
The development of wind power in Odesa region is supported by foreign investors. The 135 MW Lyman Wind Farm is being built in the Vyzyrska community of Odesa district under the project of the British company Elementum Energy Ukraine, a member of the VR Capital Group. Three more wind farms of 17.7 MW each are being built by Elementum (Ukraine) II Limited in the Kiliya and Bolhrad districts.
Memoranda of Cooperation were also signed with German company Notus Energy Libental GmbH. Ovid Wind II LLC and Ovidiopol Energy LLC are implementing wind farm projects with a total capacity of 88 to 120 MW in the Dalnytska, Ovidiopol, Mayakivska, Vyzyrska, Velykodalnytska, and Avanhardivska communities.
Expanding the RES network and attracting foreign and domestic investment is one of the key priorities for the development of the energy sector in Odesa region in 2026, aimed at energy saving and energy efficiency.
Odesa, Mykolaiv, and Kherson regions are distinguished by their favorable geographical location, developed agricultural sector, and significant potential for green energy development. At the same time, constant shelling, lack of investment, and damaged infrastructure make it difficult to introduce renewable energy sources. However, local initiatives are emerging: Intent has studied the experience of three communities in the southern region that are implementing energy-efficient and green technologies.
