Restoration of a house damaged by shelling in Izmail was given to MP's firm

The contract for the overhaul of a building damaged by shelling in Izmail at 214 Prydunayska Street worth UAH 14 million was awarded to the company of a local MP.
This was reported by the Center for Public Investigations.
There was only one offer at the tender - from Rodnik PE. Its owner is Ihor Dekhtyarev, a deputy of the Izmail City Council of the last five convocations, who heads the deputy commission on budget and socio-economic development of the city.
At the end of August, the Housing and Utilities Department of the Izmail City Council announced an auction for the overhaul of an apartment building damaged as a result of Russia's armed aggression. It is a building on Prydunayska Street. The cost of the work was estimated at UAH 14.9 million.
The bidding was supposed to take place on September 17, but only one company, Rodnik PE, took part in it, offering an amount 162,500 hryvnias lower than expected.
Since 2016, the company has earned more than UAH 650 million in public procurement, with the highest amount in 2019 - more than UAH 130 million. Over the past five years, the main customers were the Housing and Communal Services Department of the Izmail City Council, the Izmailteplocomunenergo Heat Networks, and the Izmail branch of the State Enterprise USPA.
As mentioned by Civic Monitoring earlier this year, Ihor Dekhtyarev and Izmail Mayor Andriy Abramchenko are longtime partners and friends: together they founded the Breeze football club and the Izmail Football Federation. Both were members of the Party of Regions. The mayor's former wife, Izmail City Council member Olga Frolova, worked as Dekhtyarev's deputy in the budget commission. In addition, Olena Paramonova, the head of the Housing and Utilities Department of the Izmail City Council, is also a member of the Servant of the People party.
As Intent previously reported, in April 2025, the department signed a contract with Rodnik PE for the arrangement of the Walk of Fame on Peremohy Square in Izmail worth UAH 12.4 million. In 2022-2024, the Executive Committee of the City Council also paid this company UAH 24 million for the overhaul of the building at 38 Soborna Street. Rodnik had no competitors that time either.
