Reconstruction in Kherson region: what the Recovery Service has spent half a billion on

The de-occupied territories in the Kherson region are being restored: housing and roads are being repaired and built, hospitals and schools are being restored. In total, billions of hryvnias worth of tenders have already been announced for these projects and other infrastructure facilities in the region.

The previous analysis covered the first four months of 2025. Now, with the help of Zakupivli.pro, Intent decided to investigate the most expensive tenders held by the Recovery Service in Kherson region since May.

The month began with the search for a contractor to develop design and estimate documentation for the construction of a kindergarten-supporting gymnasium complex in the village of Posad Pokrovske. More than UAH 1.4 million was allocated from the budget.

Another UAH 1.1 million has been allocated for the author's supervision of the reconstruction of the gas supply system in Posad Pokrovske by the Chornobaivka village council, and almost UAH 1.3 million for technical supervision.

Expensive repairs of national roads were also carried out. In May, the Infrastructure Restoration and Development Service in Kherson region announced an open tender for the maintenance of the national road T-22-07 /T-04-03/ - Vysokopillia - Velyka Oleksandrivka - Beryslav.

More than UAH 432 million was allocated for this purpose. European Road Construction Company LLC was selected as the winner. The company and its owner have been repeatedly featured in journalistic investigations. They are among the three contractors that most often receive road contracts without open bidding. The company was also suspected of involvement in a scheme to embezzle budget funds.

The restoration of Posad-Pokrovsky, which was destroyed by Russian aggression, also continued. At the end of May, a tender was announced for the new construction of five private residential buildings on Bobrovsky Street, Sadova Street and Dedukha Street in the village of Posad Pokrovske of the Chornobaivsky Village Council. This time, the Recovery Service allocated over UAH 94 million for the construction of new houses.

In June, the Reconstruction Service announced a series of tenders for the supervision of the construction of private houses in the same village, which cost UAH 4.2 million, and UAH 744 thousand for technical supervision.

In July, UAH 119,804 was allocated for the author's supervision of the new construction of the Security Center in the village of Posad Pokrovske. The construction itself cost almost 38 million hryvnias. The contract for the construction of the Security Center was then awarded to the Black Sea company Paritetbudinvest Construction Company, which is associated with a former deputy from parties close to Odesa Mayor Hennadiy Trukhanov. In 2022, the company was involved in criminal proceedings for misappropriation and embezzlement of property. One of its co-owners, Arkadiy Ilyashchuk, previously worked as an assistant to a deputy of the Odesa City Council from the Trust the Deeds party.

Also in July, almost UAH 2.5 million was allocated for supervision of major repairs of street and road networks in Posad Pokrovsky; another UAH 1.6 million was allocated for technical and supervision of the construction of houses. And more than 378 thousand were allocated to adjust the project documentation for the reconstruction of the gas supply system.

Thus, since May, the Reconstruction Service in Kherson region has spent almost 540 million hryvnias on the reconstruction of the de-occupied territories. The largest sums were spent on road repairs and housing construction in the destroyed Posad Pokrovske. Part of the funds was used for author's and technical supervision, as well as the design of new social infrastructure facilities. Among the contractors are companies that have previously appeared in journalistic investigations and criminal proceedings.

Also in 2025, the state institution"Local Roads of Kherson Region" allocated more than UAH 479 million for the maintenance and repair of the region's roads.
