Odesa Plans ₴14.66M Overhaul of Building Hit by Russian Drone Attack

In Odesa, a major overhaul of a nine-story building that was hit by a Russian drone has been scheduled for a second attempt. It is a building at 134 Prince Volodymyr the Great Avenue (formerly Dobrovolsky), block section No. 1.
This was reported by the Center for Public Investigations.
On April 17, the Department of Municipal Economy of the Odesa City Council announced a new tender with an expected cost of UAH 14.66 million. As part of the repairs, it is planned to fully restore the common property of the residents that was damaged during the war. The works are to be completed by December 31, 2026.
Proposals from potential contractors are accepted until May 2, and on the same day an auction will be held in an open bidding format with special features that provide for reduced deadlines for submitting bids and appeals.
According to the tender documents, the contractor must dismantle damaged ceilings, partitions and foundation blocks, remove garbage, and carry out excavation work. It is also necessary to restore the exterior walls, concrete structures, roof, and drainage system. New doors and windows are to be installed, and the elevator is to be repaired.
This is the second attempt to announce a tender with the same cost. The first time the procedure was held in April, the only participant was Flagman SPC LLC, which was recognized as the winner. However, on April 16, the procurement was canceled.
The building was damaged on March 2, 2024, when the Russians carried out a terrorist attack with Shahed-131/136 kamikaze drones in the middle of the night. The enemy sent eight attack drones from the Black Sea to Odesa region. Within an hour, air defense units were intensively repelling the attack. Seven targets were destroyed, but one of the drones hit a nine-story building in a residential area during maneuvers among Odesa's residential neighborhoods. Part of the entranceway with 18 apartments was destroyed.
At the time, in terms of the number of civilian casualties, this was the largest Russian attack in Odesa since the beginning of the full-scale invasion, claiming the lives of 12 civilians, five of whom were children. March 3 was declared a day of mourning in Odesa.
On April 11, 2025, at a meeting of the Standing Committee on Planning and Budget, deputies did not support the allocation of more than UAH 7 million for the completion of a shelter at 134 Knyazya Volodymyr Velykoho Avenue.
