Mykolaiv Region Secures ₴1B for Energy and Water Supply Projects

Mykolaiv region has received funding from the Government for energy and water supply projects. The funding will be used to build modular boiler houses and install gas turbines.
This was reported by the Ministry of Community and Territorial Development.
Recently, the Expert Working Group has held a meeting to approve projects that are eligible for funding under the Ukraine Recovery Program III. The program is implemented by the Ministry of Communities and Territories Development of Ukraine with the support of the European Investment Bank.
The working group was chaired by Oleksiy Ryabykin, Deputy Minister of Communities and Territories Development. The group includes representatives of the Ministry of Community Development, the Ministry of Finance, the Ministry of Education and Science, the Ministry of Health, and all-Ukrainian local governments.
EUR 100 million has been allocated for the third phase of the Recovery Program for Ukraine.
For communities, this is not just receiving funds, but also an opportunity to implement projects that meet their development strategies. This is planning at the level where resources are directed to clearly defined priorities," said Oleksiy Ryabykin.
During the first meeting, 35 projects worth almost UAH 1 billion were selected for community energy sustainability projects (construction and/or placement of gas piston and gas turbine plants, including cogeneration, block-modular boiler houses).
These projects are located in Vinnytsia, Zhytomyr, Zakarpattia, Zaporizhzhia, Kyiv, Lviv, Mykolaiv, Odesa, Poltava, Rivne, Sumy, Kharkiv, Khmelnytskyi, Cherkasy, Chernivtsi, and Chernihiv regions.
The second day of the selection process resulted in the approval of 29 projects for the construction, reconstruction, and overhaul of water supply and sewerage systems worth UAH 1.1 billion. They will be implemented in Dnipro, Vinnytsia, Zhytomyr, Zakarpattia, Ivano-Frankivsk, Kyiv, and Kirovohrad regions.
Ukraine's Recovery Program is part of the public investment reform aimed at restoring critical infrastructure and improving the quality of life in communities affected by the war and hosting large numbers of internally displaced persons.
In June 2024, Ukraine and the EIB signed a financing agreement providing for the attraction of EUR 100 million. These funds will be used to restore social infrastructure, housing and communal facilities, and provide municipal housing in the regions affected by the war, as well as in those regions that have received internally displaced persons. The subvention will be provided to communities through the state budget to local budgets. In the previous two phases of the program, 225 projects worth more than 500 million euros are being implemented.
The Government of Ukraine has also allocated UAH 16.6 million from the state budget for the restoration of Pivdenoukrainsk in Mykolaiv region. The funds will be used to implement projects in 2025. In total, the Cabinet of Ministers has allocated an additional UAH 5 billion to restore more than 150 projects in 12 regions of the country. These include the reconstruction of hospitals, schools, and kindergartens, the renovation of water supply systems, and energy efficiency.
In addition, a large-scale reconstruction of neighborhoods affected by shelling is underway in Mykolaiv. One such project is the restoration of the Lisky neighborhood, which is being implemented with the support of the Kingdom of Denmark and the United Nations Office for Project Services (UNOPS). The project plans to repair 12 residential buildings, renovate intra-neighborhood roads, pedestrian areas, and replace windows and balconies in apartments.
