Medical facilities damaged by Russian aggression in Odesa have not yet been repaired

The Department of Health of the Odesa City Council did not hold tenders for the purchase of services for the maintenance of facilities affected by the attacks of the Russian Federation.
Journalists of the Center for Public Investigations learned this from a response to a request.
As noted in the department, from 2022 to 2024, several facilities in the city suffered in particular:
- Outpatient clinic #7,8,9 (lit. A) of the municipal non-profit enterprise Primary Health Care Center #2 on Pastera Street. The facility has suffered partial damage that can be repaired by current repairs.
- Obstetrics and Gynecology Department No. 1 of City Clinical Hospital No. 1 was inspected on September 1, 2023, and it was determined that it was partially damaged and could be repaired with routine repairs.
- Consultative diagnostic department with the functions of a women's clinic at City Hospital No. 1. The department was inspected in November 2024 and found to be able to be restored by either current or major repairs.
"At present, no repair work or tender procedures for the procurement of works and maintenance services for the restoration of the above facilities have been carried out by the health care facilities of the communal property of the territorial community of Odesa," the department said.
Earlier, Intent, in cooperation with the Center for Public Investigations, investigated successful procurements made by the SRFI in Odesa and Mykolaiv regions from April 1, 2023, to August 20, 2024. There were 381 of them, totaling UAH 23.8 billion. Of these, only five were specifically related to the work to eliminate the consequences of Russia's armed aggression.
The journalists then found out that the Service for Infrastructure Restoration and Development in Odesa Oblast, just as before the reform, procured works and services for the construction, repair, maintenance of roads, bridges and checkpoints. It also procured organizational and economic works and services.
