The project is initiated and executed byOdesmiskelectrotrans, a municipal utility company. The purpose of the reconstruction is to ensure traffic safety and passenger comfort, as well as to promote the city's economic development through the modernization of transport infrastructure.
The total estimated budget of the project is UAH 127.3 million. Capital expenditures are planned for construction in 2027-2028: UAH 3.7 million in 2027 and over UAH 123.5 million in 2028. No funding source has been confirmed as of today.

The project is included in the Unified Project Portfolio and is in line with the local program for the development of electric transport in Odesa, as well as the city's strategic documents on the modernization of transport infrastructure.
The overhaul of the track involves the renewal of rails, sleepers, contact network and other elements of the tramway. The reconstruction is expected to significantly improve traffic safety.
At the beginning of the year, Odesa planned to allocate more than UAH 500 million from the city budget for the maintenance of the Odesmiskelektrotrans (OMET) utility in 2025. The bulk of these funds were to be used to pay salaries to employees and to pay for electricity to run electric vehicles.
