In Odesa, Mykolaiv, and Kherson regions, 7 percent of restoration projects were financed

Hundreds of post-war recovery projects are underway in Mykolaiv, Odesa, and Kherson regions. However, most of them still remain without adequate funding.
This is evidenced by the data of the DREAM dashboard analyzed by Intent.
In the three southern regions of Ukraine - Odesa, Mykolaiv, and Kherson - the total amount of projects exceeds UAH 323 billion. However, actual funding is currently only about 23.5 billion, which is less than 7.3% of the need.
In 2025, 757 projects were registered in the DREAM recovery system in Odesa region with the statuses of "planned" or "in progress". Their total estimated budget is over UAH 207 billion. At the same time, only UAH 8.47 billion has been allocated for these projects, which is 4% of the required funding.
Most of the projects - 493 - relate to reconstruction, new construction accounts for approximately 169, and goods and equipment - 95 projects.
The data shows that although the region is actively forming a portfolio of projects, the lion's share of them still lacks sufficient funding. This may indicate both a slow flow of funds and delays in making decisions on resource allocation.
In Mykolaiv region, 699 projects are being implemented. The total cost of these projects is estimated at UAH 90.6 billion, but only UAH 11.91 billion has been funded so far, which is 13.1% of the need.
Most projects involve reconstruction, modernization, or repair - 502 facilities. Another 145 are new construction, and 52 are procurement of goods, equipment, and services.
There are 446 projects being implemented in the Kherson region. The total cost of these initiatives is UAH 28.65 billion, but only UAH 3.31 billion has been funded so far, which is 11.5% of the need.
Kherson region has the largest number of reconstruction, modernization, and repair projects - 238 of them. Another 125 projects relate to new construction, and 83 to the purchase of goods or equipment. Although the region is actively involved in post-war recovery, the pace of funding remains low.
In total, as of August 2025, 13,057 projects were registered in the DREAM analytical system. The total estimated budget of all initiatives is UAH 1.81 trillion. However, the actual funding is currently only UAH 167.6 billion, which is 9.2% of the need. According to analysts, this may indicate a significant gap between the recovery needs of the regions and the actual financial support.
At the end of June, the government established the Coordination Center for Regional Recovery. Its task is to strategically plan and manage the reconstruction process, monitor progress in the regions and establish cooperation with international partners.
