A company with Estonian roots will restore a power substation in Mykolaiv region for 130 million

Ukrenergo concluded the agreement on repair works directly without holding a tender.
According to the Center for Public Investigations, Ukrenergo published the contract with Eurocon Ukraine LLC on Monday, June 2.
According to the terms, the contractor has until mid-October to reconstruct the substation of the Northern Territorial Network Maintenance Department with the installation of physical protection of the AT-1 autotransformer. The cost of the works is UAH 130.5 million.
For security reasons, Ukrenergo did not publish any data on the location of the substation in Prozorro. The public procurement system also does not have prices for construction materials. The company promises to disclose all the data "within 90 days from the date of termination or cancellation of the legal regime of martial law in Ukraine."
According to the Youcontrol analytical system, Eurocon Ukraine has been on the market for over 22 years. The company's founders are several Estonian companies, including Eurocon LLC and Nordekon JSC.

The beneficiaries of the company are respectively Estonian citizens Toomas Luman, Liivi Luman and Egon Mats. The company started participating in procurement in 2016. In total, it participated in 16 tenders, 12 of which were successful. As a result, the company received contracts worth UAH 560.9 million. Most of the orders came from Ukrenergo - five agreements worth UAH 34.02 million.
Also, in early 2025, the Department of Urban Planning and Architecture of Mykolaiv Regional State Administration spent more than UAH 650 million on the construction of shelters and energy modernization in educational and healthcare institutions. In 2024, most of the funds were spent on school repairs, protective shelters, and water supply reconstruction. The total amount of the largest purchases exceeded UAH 1.5 billion.
In addition, Odesa CHP held a tender for the reconstruction of the backup power system with the upgrade of the 220V battery. The winner was Spetstermomontazh-Energo LLC, which agreed to perform the work for UAH 26.5 million.
Last July, a tender for the reconstruction of a boiler house worth over UAH 63 million in Mykolaiv was won by a company that colluded with a competitor to seize budget funds. Two bidders competed for the contract, and Spetstermomontazh-Energo won.
