Two weeks of the city military administration in Odesa: results of the first changes

Two weeks into the new city military administration, Odesa has seen its first changes in management. In two weeks, it has already begun to control key processes in the city, from defense to the municipal sector.
An express analysis of the All-Ukrainian public campaign"Certification of Local Council Deputies " showed that the administration is gradually establishing order in the municipal sector and defense issues.
Today, October 29, marks two weeks since the official launch of the city military administration (MMA) in Odesa, headed by Serhiy Lysak. This followed a presidential decree that temporarily transferred some of the powers of the city government to the military leadership in connection with the termination of the citizenship of former Mayor Gennadiy Trukhanov.
During this time, the outline of a new management model was formed, which is confirmed by the data of the rapid analysis.
Prioritizing security
The first meetings were devoted to the city's defense capabilities, checking shelters, points of indestructibility and critical infrastructure. The MCA initiated an audit of key facilities and the creation of an interagency commission with the EMA and the SES.
Reformatting management structures
Municipal Guard was liquidated, and an audit of the city council's executive units was launched. Control over the effectiveness of budget expenditures was strengthened with a focus on defense and basic community needs.
Veteran policy
A separate priority of the new head is to support veterans, rehabilitation and employment. The experience of the Dnipro region is planned to be adapted for Odesa.
Interaction with the city council
The deputy corps retains its subjectivity. Serhiy Lysak met with factions and commissions, emphasizing shared responsibility, and acting Mayor Ihor Koval remains in working contact with the administration.
Public rhetoric
Serhiy Lysak positions himself as a crisis manager. His tone is direct and military, without political accents, with a message:"Political squabbles are not the time for this."
At the same time , Anatoliy Boyko, head of the Odesa regional organization of the Committee of Voters of Ukraine, emphasized that during the transformation of the authorities in Odesa, it is important to maintain a balance between the necessary changes and what should be left unchanged.
Who, for example, will be responsible for housing and communal services, education, and social security? Who will solve the issue of subsidizing the city's chronically problematic heating system? These questions must be answered now, otherwise, as always, only Odesa residents who will not receive heat in their apartments due to bureaucratic inconsistencies may be left with the responsibility," said Anatoliy Boyko.
He emphasized that it is crucial to clearly divide the areas of responsibility between the MVA and the City Council Secretary, who is acting mayor.
Thus, according to analysts, in two weeks, the mayor's office has gradually taken control of key processes, from defense to utilities. The city council continues to work, but in a new format of cooperation and partial redistribution of powers.
Recently, the head of the Odesa City Military Administration, Serhiy Lysak, was instructed to consider the possibility of employing veterans who participated in hostilities as employees of the Municipal Guard. In addition, it was decided to ask the State Emergency Service to provide specialists to inspect the city's infrastructure and minimize the effects of the September 30 rainstorm.
The official was also instructed to inspect shelters, increase their number and inspect the Points of Unbreakability before the onset of winter.
