Former Odesa Mayor Gennadiy Trukhanov retains access to state secrets despite being deprived of his Ukrainian citizenship and office.
This was reported by lawyer Oleksandr Lysak during a court hearing at which a preventive measure was imposed on Hennadiy Trukhanov on suspicion of negligence that led to the September 30 tragedy, when nine people died in a flood.
"As mayor, he has had access to state secrets since 2014. According to the law on state secrets, the Security Service of Ukraine carries out the check. Do you know what answer I received just three days ago? His access to state secrets has not been terminated. That is, today he continues to have access to classified materials. If the service had information that he was a citizen of another state, why wasn't his access terminated?" the lawyer wondered.
On October 14, President of Ukraine Volodymyr Zelenskyy signed a decree depriving Odesa Mayor Hennadiy Trukhanov of Ukrainian citizenship. After the mayor was deprived of his citizenship, he was deprived of his powers ahead of schedule and will be replaced by the secretary of the city council until the next election. Now it is Igor Koval.
However, the powers of the city council are currently limited due to the introduction of a city military administration in Odesa. On October 16, a new head of the Odesa City Military Administration, Serhiy Lysak, was introduced in Odesa, stating that he would primarily focus on the city's security, social support for defenders, medicine, education, and winterization.
At the same time, Trukhanov himself denies having Russian citizenship, calls the deprivation of his Ukrainian passport a political decision, and states that he continues to fulfill his duties and will appeal to international bodies to confirm his status.
