The number of parties that do not report their finances has decreased

More than 130 parties registered in Ukraine failed to submit reports on property, expenses and income for the third quarter of 2025
This was reported by the press service of the National Agency for the Prevention of Corruption.
In particular, the list includes 134 political forces, including banned ones: "The Communist Party of Ukraine, the Progressive Socialist Party of Ukraine, the Socialist Party of Ukraine, the Opposition Platform - For Life, or the Shariy Party, as well as parties whose activities were not restricted, such as Mikheil Saakashvili's New Forces Movement, the Front for Change, and UNA-UNSO.
According to Article 17(20) of the Law of Ukraine "On Political Parties in Ukraine", the NACP is obliged to publish on its official website within 10 calendar days from the date of the deadline for submission of reports by political parties a list of political parties that did not submit their reports within the specified period. The NACP should also ensure that the perpetrators are brought to justice in accordance with the law.
Failure to submit reports is punishable under Article 212-21 of the Code of Administrative Offenses (CAO). This includes a fine of 300 to 400 non-taxable minimum incomes, i.e. from UAH 5,100 to 6,800.
However, as noted by the NACP, the number of parties that do not report their finances has been decreasing throughout the year. While 148 political forces failed to report in the first quarter, in the second quarter there were 136 of them on the list.
In November 2015, the then President of Ukraine Petro Poroshenko signed a law that provided for financing of parties' activities from the state budget. It was about activities unrelated to the participation of political forces in elections and partial reimbursement of party expenses for election campaigning in the parliamentary elections.
And in January 2020, President of Ukraine Volodymyr Zelenskyy signed the law "On Amendments to Certain Laws of Ukraine on Preventing and Combating Political Corruption" adopted by the Verkhovna Rada on December 19, 2019, which simplified the procedure for submitting financial statements of political parties under the Law on Political Parties, replacing the paper form of financial reporting with an electronic one.
