Regional medical center lost more than 20 million due to the negligence of the head

Financial and organizational violations committed under the leadership of Director General Vadym Shukhtin have been found in the work of the Odesa Regional Clinical Medical Center .
This is stated in the explanatory note to the draft decision of the Odesa Regional Council.
According to the document, a comprehensive audit of the institution's activities for the period from January 2023 to June 2025 revealed large-scale violations. Among them are financial losses of more than UAH 20 million, lost funds, malfunctions in the preservation of property, and violations of the requirements of the NHSU and the Ministry of Health.
Among the findings:
- UAH 7 million in expenses for utilities provided by third-party organizations, which the auditors found to be unlawful;
- UAH 9 million - financial violations in public procurement identified by the State Audit Service;
- UAH4.3 million - the amount that the institution was forced to return to the NHSU due to incorrect coding of medical cases.
In addition, the institution did not use UAH 115 million of NHSU funds, which were discovered during a meeting of the center's management with representatives of the National Health Service.
The inspection also revealed violations of medical standards and license conditions:
- providing surgical care to children without a license;
- performing urgent surgeries by non-specialists;
- lack of a pediatric surgeon, pediatric anesthesiologist and pediatrician;
- lack of surgeons for emergency care.
Among other things, problems with property and documentation were identified:
- Cases of loss of equipment and material assets;
- poor quality of medical records;
- lack of clinical routes and other characteristics required by the NHSU.
Therefore, at the next session of the Odesa Regional Council, the deputies will be asked to terminate the contract with Vadym Shukhtin and dismiss him from the position of the Regional Medical Center's CEO. The next plenary session will be held on December 4, 2025.The deputies will consider and approve the regional budget for the next year, as well as targeted programs.
The previous meeting of the regional council was held on September 12. The deputies also requested that the title of Hero of Ukraine be conferred with the Order of the Golden Star (posthumously) on Colonel Konstantin Oborin (call sign "Kamikaze"). They also approved the list of the second type of jointly owned objects of territorial communities of villages, towns, and cities of Odesa Oblast to be leased without an auction - the premises in the building of Odesa Oblast Council No. 2 at 83 Kanatna Street and the list of jointly owned objects of territorial communities of the Oblast to be privatized - 18 objects.
