A petition demanding the establishment of a city military administration in Odesa appeared on the website of the President of Ukraine on September 24 and has so far collected 381 signatures out of the 25,000 required.

The author of the petition , Ivan Kazarchuk, appealed to the strategic importance of the city as a major transport, port and logistics center in southern Ukraine, as well as its location in close proximity to combat areas and areas with an increased level of threats, and the effective and continuous functioning of the city's authorities is a matter of national security and defense.

"In the previous law enforcement practice, a number of military administrations of settlements have already been established (in particular, the Berdiansk City Military Administration, Sumy City Military Administration, military administrations within the Kherson region in 2022-2023), which confirms the reality and legitimacy of such a mechanism for managing territories under martial law. In view of the above, we ask you, dear Mr. President, to use the powers granted to you by the Constitution and laws of Ukraine and consider the establishment of the Odesa City Military Administration to ensure the continuous and effective functioning of the authorities in the city of Odesa under martial law," he emphasized.

If the petition gathers 25,000 signatures within 90 days, President Volodymyr Zelenskyy will have to consider it and provide the author with a response.

Earlier on September 20, the "Money for the Armed Forces" campaign, which is traditionally held in Odesa every Saturday on September 20, was held on Exchange Square with the participation of veterans of the war with Russia. They appealed to President Zelensky to establish a military administration in Odesa.

In August, the Odesa municipality decided to revise the list of critical enterprises due to the change in the city's status. Earlier, a number of media outlets circulated a document called Order No. 1151, signed by Deputy Prime Minister for Reconstruction Oleksiy Kuleba. This order recognized the territories of 119 communities in the Odesa region as combat zones. In particular, the list includes: Odesa, Chornomorsk, Izmail, Zatoka, Karolino-Buhaz, Kilia, Vilkovo, Ovidiopol, and Rozdilna.
