An attempt by members of Mykolaiv City Council to gather for the fourth meeting of the session on September 11 failed again. The meeting dedicated to land issues had to be postponed due to insufficient votes.

This became known from the broadcast of the meeting on YouTube.

After the signal vote, which showed a critically low number of attendees - 28 MPs - it became clear that even to form a package of decisions, there would be enough votes, but not enough to adopt them. In this regard, Senkevych proposed to postpone the session for the fourth time.

On September 3, the second plenary meeting of the session also failed to take place due to the lack of deputies after a dispute between the mayor and deputy Tetyana Dombrovska. Only 26 of the 31 deputies registered at the beginning of the session remained in attendance an hour later. Despite re-registration and appeals from Mayor Oleksandr Senkevych, the number of votes was not enough to make decisions, and the mayor announced a break. On September 4, the meeting continued, and Vitaliy Kim emphasized the importance of funding the regional municipal guard, which, according to him, "works 90% to protect Mykolaiv."

On September 4, 33 deputies were registered. They considered 57 land and two budget issues. A proposal to allocate UAH 10 million to the Municipal Guard caused controversy; no decision was made. At the same time, the deputies supported the budget as a whole and the updated program for the development of housing and communal services, which provides more than UAH 66 billion for infrastructure modernization. In particular, Mykolaivoblteploenergo is to receive 15 cogeneration units from the World Bank.

After the vote, Senkevych asked whether the deputies wished to continue the meeting. He proposed another 20-30 minutes to consider land issues, but three deputies abstained, and the mayor announced a break until the 10th.

Despite constant remarks and criticism from journalists about the organization of remote meetings, Mykolaiv city council members again postponed the session. Consideration of land issues was postponed for the fourth time. This is evidence of systemic problems in the work of the city council, which continues to postpone important decisions.
