Mykolaiv City Council extends one session for the fifth time

For a whole month, Mykolaiv City Council was unable to finish the 47th regular session for various reasons: postponement, cancellation, lack of quorum. Only today, on the fifth attempt, the deputies were able to finish the session, which started on August 28.
The continuation of the session was announced on the website of Mykolaiv City Council.
The problem was not only the lack of officials to vote: repeated postponements were caused by political disagreements and the unwillingness of certain factions to participate in the work, which led to paralysis in making important decisions. As a result, vital issues for the city, such as the allocation of funds to restore damaged infrastructure, decisions on municipal property, and support for critical enterprises, have been pending.
The session of Mykolaiv City Council did not continue on September 3. An hour after the meeting began, the number of deputies was insufficient to make decisions, and the session had to be adjourned.
Although at the beginning of the session the minimum number of deputies was present to make decisions, within an hour their number had dropped to 26. Despite repeated registrations and appeals from Mayor Oleksandr Senkevych, the required quorum was not reached.
In this regard, Senkevych announced a break in the meeting. The next attempt to hold the session was scheduled for September 4. Important issues remained on the agenda, including changes to the budget, reform of the housing and utilities program, and about 60 land issues. September 4 failed again, as the situation escalated due to disputes over the remote format of the sessions. For more than an hour, the deputies debated whether it was possible to fake votes during online meetings in Zoom.
An attempt by members of Mykolaiv City Council to gather for the fourth meeting of the session on September 11 failed again. The meeting devoted to land issues had to be postponed due to insufficient votes.
The session started on August 28. There are 70 issues on the agenda. Among them is one key budgetary issue - on amending the Program for Reforming and Developing Mykolaiv's Housing and Communal Services for 2025-2029, which is aimed at improving the work of public utilities and management of urban infrastructure.
