From information policy to digital transformation: Kherson Regional State Administration has a new deputy head

The Cabinet of Ministers has appointed a new deputy head of the Kherson Regional State Administration for Digital Development. Previously, he was the head of the press office of the regional military administration and has extensive experience in the public sphere.

This was announced by the government's representative in the Verkhovna Rada, Taras Melnychuk.

The Cabinet of Ministers of Ukraine has approved the appointment of Oleksandr Tolokonnikov as deputy head of the Kherson Regional State Administration.

In his new position, Tolokonnikov will be responsible for digital development, transformation and digitalization, the statement said. Before that, he headed the press office of the regional military administration, working there since October 2022.

According to media reports, Oleksandr Tolokonnikov was born on September 21, 1982, and lived in the city of Dnipro. In 2011, he graduated from the Kryvyi Rih Economic Institute of the Kyiv National Economic University named after Vadym Hetman with a degree in Law.

In 2013, he co-founded the NGO "Ukrainian Foundation for Community Development". He took part in the Revolution of Dignity and in February 2014 called on the residents of Dnipro to create a "Circle of People's Trust".

He worked abroad for a long time. In July 2020, he co-founded Cedeips Center for International Communications LLC.

Since October 2022, he has been working at the Kherson Regional State Administration, heading the Department of Internal and Information Policy. In January 2024, he was awarded the Order of Merit III degree.

Last year, in October, the head of the Kherson Regional State Administration's press office became the most popular guest of the United News telethon. During that month, the marathon held a total of 1404 conversations with guests, including 571 unique speakers. Among all the guests, Tolokonnikov was the most frequent on-air guest, with 30 appearances, which is almost equal to the number of days in October.

In April, the President of Ukraine dismissed the head of the Kherson Regional Military Administration, Roman Mrochko, who had held the position since March 2023. The official has many years of experience in the military prosecutor's office, declared significant savings of hundreds of thousands of dollars and is involved in criminal proceedings in Russia.
