Zelensky's resilience plan: no elections and lowering the age for mobilization

President Volodymyr Zelenskyy has presented an internal "resilience plan" to the Verkhovna Rada that contains tasks for Ukraine itself during the war.

MPs from the Voice party, Yaroslav Zheleznyak, and the European Solidarity party, Oleksiy Honcharenko, spoke about it.

The plan provides for:

  • Unity‍ - no elections in wartime. Zelenskyy said that "no one in the world demands this" from Ukraine. First, a just peace must be achieved, and then elections will be held in the country.
  • Frontline‗ - changing approaches to management in the army. In particular, a military ombudsman will be introduced in Ukraine, and the military leadership should introduce a new system of contracts for citizens under the age of mobilization.
  • Weapons‍ - Next year, Ukraine will produce at least 30 thousand long-range drones. The drones should compensate for the lack of artillery in the Ukrainian army. In addition, Zelenskyy set a goal to produce 3,000 cruise missiles and promised to increase direct funding for military brigades.
  • Money‍ - will be approved with the business, but in general, it refers to the fact that Ukraine should buy from itself what it can produce. Also in the context of this point of the plan, Zelenskyy spoke about de-shadowing, deregulation, ensuring business security from law enforcement, and the National Cashback program.
  • Energy - concerns the protection of energy facilities, and the responsibility for ensuring this protection is "personal," the president said. According to him, Ukraine will introduce the relevant "sustainability passports" of the regions by the end of the year.
  • SecurityⅡ - provides for the modernization of shelter standards, strengthening security in all public institutions, including schools (installation of metal detector frames at the entrance), and strengthening the border.
  • Communities‗ - concerns tax conditions for frontline areas.
  • Human Capital - the creation of a National Barrier-Free Standard, the institution of multiple citizenship, and the creation of the Ministry of Unification. In addition, Zelenskyy announced the restart of the diplomatic service and promised to make replacements by the end of the year.
  • Cultural sovereignty ‍ - to create a "cultural Ramstein" and promote the creation of Ukrainian studies departments at foreign universities.
  • The policyof heroes is to engage veterans in public service, create rehabilitation units for Ukrainian soldiers and at least 80 veterans' spaces in each community by 2025, and train 11,000 veterans' support specialists next year. The plan also proposes to provide war veterans with apartments.

The full plan with annexes will be presented to the public only in December.

On October 16, the President of Ukraine presented the Victory Plan to the Verkhovna Rada. Throughout the week, councils of regional centers and oblasts held a parade of support for the plan. Only in the South of Ukraine: October 25 Odesa City Council, October 30 Mykolaiv City Council, October 31 Odesa and Mykolaiv Regional Councils.
