- Strengthening defense. The item includes operations in designated areas to prevent buffer zones on Ukrainian territory; withdrawal of air defense, joint shooting down of Russian aircraft with partners, expanding the use of Ukrainian drones and missiles and lifting restrictions on the use of weapons; access to partner intelligence.
- Deterrence. The item provides for the deployment of a comprehensive non-nuclear deterrence package that will protect against Russian aggression and narrow its capabilities.
- Development of Ukraine's strategic and economic potential and strengthening of sanctions against Russia.
- After the war, the Ukrainian military can use its experience to strengthen the defense of NATO and Europe. The US contingent could replace the Ukrainian military.
The second, third and fourth points have secret annexes that were presented to the partners.
