In 2026, Odesa received more than 1.4 billion hryvnias in international aid from foreign partners. Most of these funds were allocated to support the energy sector and heat supply.

This was reported by Serhiy Lysak, head of the International Affairs Department.

He noted that over 847 million hryvnias were allocated to the energy and heating sectors. Over 204 million hryvnias went to healthcare, and nearly 196 million hryvnias were allocated to humanitarian aid and social protection.

Serhiy Lysak noted that partners are also contributing to the development of housing and utilities, education, the economy, as well as projects for veterans and youth. They are providing assistance in the form of generators and power equipment, medical supplies, and humanitarian aid shipments.

As Intent previously reported, Odesa plans to create a special city council fund that will receive voluntary contributions from individuals and organizations. The proposal is to allocate the funds toward social protection, education, healthcare, culture, sports, and emergency response.

According to a representative of the Department of Finance, the fund is to become part of the special budget fund of the Odesa City Territorial Community. The funds will be held in budget accounts opened with the State Treasury Service.
