Violations involving funds from the Ukraine Facility were discovered in the Odesa region

During an audit of the construction of shelters for high schools in the Mayakivska community in the Odesa region, auditors uncovered financial irregularities totaling more than 960,000 hryvnias. In particular, they found evidence that the cost and scope of the work performed had been overstated.

This was reported by the Southern Office of the State Audit Service.

The violations were identified during the construction of dual-purpose structures with radiation-shielding properties on the grounds of two lyceums in the Mayakivka Village Council. The work was carried out by four contracting organizations. 

Auditors also discovered that one of the contractors used funds from the Ukraine Facility to purchase a diesel generator that, according to the requirements of Articles 3 and 5 of the Framework Agreement, originated from an ineligible country (Turkey). The purchase price exceeded 2.3 million hryvnias. 

As of today, 890,000 hryvnias have been returned to the Department’s account.

The Ukraine Facility is a large-scale financial support program for Ukraine from the European Union with a total budget of 50 billion euros. The main objective of the initiative is to ensure the country’s macrofinancial stability, restore and modernize infrastructure, as well as stimulate economic growth and support key reforms on the path to Ukraine’s integration into the EU. Funding is provided in the form of grants and preferential loans.
