The number of communities spending on terrorist defense in Rozdelnyansky district has decreased

The number of communities in the Rozdelnia district of Odesa region that spent budget funds on territorial defense activities and works during a full-scale war decreased from nine in 2022 to two in 2025.
This was reported by the Center for Public Investigations in its latest study of the actions of community leaders aimed at preparing the population for national resistance measures by financing territorial defense activities and works in 2022-2025 in the context of each budget and comparing these expenditures with those for improvement.
As noted by the CPR analysts, the financing of territorial defense measures by the communities of Rozdilnyanskyi district compared to the expenditures on improvement showed a disproportion not in favor of defense - in total, in 2022-2025, the communities of Rozdilnyanskyi district spent UAH 40.6 million to support territorial defense and UAH 170.6 million on improvement.

It should be noted that the CPR observed a similar disproportion in community budgets: Podilskyi, Izmailskyi, Odesa, Bolhradskyi, Bilhorod-Dnistrovskyi and Berezivskyi districts of the region.
Every year, two communities in the Rozdilne district support territorial defense:
- Rozdilnyanska urban community spent on TRO with significant fluctuations. Thus, in 2022, expenditures amounted to UAH 1.9 million, in 2023 - UAH 18.8 million, in 2024 - UAH 388.2 thousand, and UAH 1.2 million in 2025. This is against the total amount of all budget expenditures of 318 million, 379.3 million, 420.4 million and 508.9 million, respectively. At the same time, expenditures on landscaping for the same period by year amounted to 3.5 million, 9.9 million, 7.8 million and 15 million, respectively. It should be noted that expenditures on maintenance and repair in 2023 are almost twice as high as expenditures on landscaping.
- Stepanivska community - expenditures on terrorist defense amount to considerable sums. The maximum amount of expenditures was in 2023, almost twice as much as the expenditures on improvement. During this period, expenditures on terrorism defense amounted to UAH 1.6 million in 2022, UAH 5.3 million in 2023, UAH 1.4 million in 2024, and UAH 610.1 thousand in 2025. At the same time, expenditures for "paving" amounted to 2.7 million, 2.7 million, 2.5 million, and 4 million, respectively. Total budget expenditures in the period amounted to 86.2 million, 116.2 million, 135 million and 151 million, respectively.

Instead, three communities: Zatyshanska, Tsebrykivska, and Novoborysivska, budgeted for terrorist defense only in 2022, and spent money on landscaping every year.
Velykomykhailivska, Velykoploskivska, Zakharivska, and Lymanska communities are regularly budgeted for landscaping and occasionally for terrorism defense.
