The Kherson City Council Removed a Council Member from Office

The Kherson City Council is now one council member short. The decision was made under martial law after the council member himself requested that his term be terminated.
Yaroslav Shanko, head of the Kherson City Military Administration, signed an order terminating the powers of Andriy Kalita, a council member of the 8th convocation of the Kherson City Council, ahead of schedule.
This action was based on the council member’s personal statement of resignation, which the city council’s executive body registered on July 20, 2026. The decision was adopted in accordance with the Law of Ukraine “On the Status of Local Council Members,” the Law “On Local Self-Government in Ukraine,” and the legal provisions governing the activities of government bodies during martial law.
In addition to the termination of his duties as a council member, Andriy Kalita was removed from the City Council’s standing committee on humanitarian policy, healthcare, education, culture, youth policy and sports, the rule of law, council members’ activities, freedom of speech, and corruption prevention.
The Secretariat of the Kherson City Council was instructed to forward a copy of the order to the relevant territorial election commission. Furthermore, no later than the day after the document takes effect, the Administration of the State Border Guard Service of Ukraine must be notified of the early termination of the deputy’s powers.
In addition, the head of the Kherson City Military Administration signed an order on the early termination of the powersof Yuriy Stelmashchenko, a deputy of the Kherson City Council of the 8th convocation. This was based on the deputy’s personal statement regarding his resignation from his seat.
