Odessa has revised its energy efficiency compensation program for residential buildings

In Odesa, changes have been made to the program providing partial compensation for the costs of energy efficiency and energy independence in apartment buildings. The updates pertain to the funding and performance metrics of the program, which will run from 2025 to 2027.

The relevant order was signed by Serhiy Lysak, head of the Odesa City Military Administration.

The program provides for partial reimbursement of costs to co-owners of apartment buildings who participate in the state programs “ENERGODIM” and “GreenDIM” administered by the Energy Efficiency Fund.

According to the order, the program’s terms of reference, funding plan, and list of measures have been updated. Serhiy Krasylenko, Deputy Head of the Odesa City Military Administration, has been tasked with overseeing the implementation of the document.

Back in April, at a meeting of the Odesa City Council’s Standing Committee on Planning, Budget, and Finance, council members discussed changes to the city’s energy efficiency programfor 2022–2028. At that time, the discussion focused on adjusting funding and removing certain measures. In particular, expenditures for one of the areas were reduced by more than 100,000 hryvnias, and the list of works was refined in accordance with the city’s approved sustainability plan.

Council members emphasized the lack of funds to implement the programs. According to their estimates, the total funding requirement could reach 50–70 million euros, which is comparable to the city’s annual development budget.

“ENERGODIM” is a program of the Energy Efficiency Fund that helps homeowners’ associations (HOAs) finance energy modernization measures, including insulation and the renovation of building systems.

"GreenDIM" is a program to support HOAs, aimed at increasing the energy independence of buildings through the installation of solar power systems and heat pumps.
