Odessa has allocated 680 million in aid for heat supply

In Odesa, amendments were made to the city budget, and nearly 685 million hryvnias in financial assistance were allocated to the municipal enterprise “Odesa City Heat Supply.” Of this amount, more than 198 million hryvnias will be used to cover expenses related to settling the heat supply organization’s debts.

This is stated in an order issued by the head of the Odesa City Military Administration.

According to the document, the financial assistance is provided using revenues from the general fund of the Odesa City Territorial Community budget.

In total, the updated city budget revenues for 2026 were approved in the amount of 20.18 billion hryvnias (of which the special fund accounts for 534 million 684 thousand 937 hryvnias), while expenditures were set at 20.48 billion hryvnias (including special fund expenditures of 4 billion 69 million 516 thousand 735 hryvnias).

As previously reported by Intent, the municipal enterprise“Odesa City Heating Supply” announced its intention to set new, economically justified heating rates for the 2026–2027 period. At the same time, current rates for residents will remain at pre-war levels due to the moratorium in effect during martial law. The main reasons for updating the calculations are legal requirements and the company’s rising costs. 

Previously, long-standing heating debts led to one of the largest commercial disputes in Odesa in recent years. The city council has already been drawn into the proceedings, and the total amount of claims has exceeded three billion hryvnias.
