Odesa MPs prioritized healthcare when spending their funds

In 2025, the Department of Health, the Department of Municipal Economy, and the Department of Education and Science received the most funds from the deputy funds of the Odesa City Council.
This was reported by the Center for Public Investigations.
In total, in 2025, the deputies allocated money from the deputy fund to 11 administrators. The Department of Health received the largest amount of money from the deputy fund - over UAH 101 million. The funds were used to purchase equipment and durable goods for medical institutions. In total, 31 city deputies allocated funds in this area.
The Department of Municipal Economy received UAH 75 million for 3 areas:
- major repairs of the housing stock
- major repairs of the elevator;
- landscaping.

The Department of Education and Science received UAH 30.9 million from the deputy fund for 4 areas
- roof repairs in 3 kindergartens.
- repairs in schools;
- repair of the roof of the Odesa Center for Children and Youth Creativity "Promin";
- landscaping of 5 kindergartens.
The deputy fund of the Odesa City Council is a part of the budget of the Odesa city territorial community aimed at solving urgent issues of social and economic development of the territorial community of Odesa directly on the initiative and under the control of the deputies of the Odesa City Council. The deputy fund is created with the aim of promptly addressing socio-economic issues and more efficient use of budget funds.

Through the Department of Municipal Security, city deputies transferred funds to support the Ukrainian Defense Forces totaling UAH 20.4 million. The Capital Construction Department received UAH 7.1 million from deputy funds. The Department of International Cooperation, Culture and Marketing received UAH 3.8 million from MPs.
In total, out of 280 million allocated to the MPs' fund, the MPs received 255 million, as 5 MPs were deprived of the right to use the fund due to absenteeism. Among them: Oleksandr Matveev, Nikita Avdeev, Bohdan Hihanov, Ivan Semchuk, and Vitaliy Sautenkov.
As noted by the CPR analysts, the overall picture shows that in 2025, Odesa City Council members relied on basic city needs: hospitals, housing, schools. However, more than UAH 2.6 million was never used, and five deputies lost the right to distribute funds altogether. This, according to the researchers, means that the effectiveness of the use of funds directly depends not only on the budget, but also on the discipline of the elected officials and the ability to formulate requests from the community.
In 2023, for the first time since the existence of the deputy fund, Odesa deputies decided to redirect funds to the needs of the Armed Forces.
