The Kherson City Military Administration has revised the financial support program for the municipal enterprise “Garantia” for 2022–2026. In 2026, 3.68 million hryvnias have been allocated to the unit responsible for stray animals.

The corresponding order was signed by Yaroslav Shanko, head of the Kherson City Military Administration.

As stated in the document, 2.43 million hryvnias were planned for this unit in 2025, while funding for 2022–2024 ranged from 1.1 to 1.25 million hryvnias annually.

In total, 9.65 million hryvnias have been allocated for the stray animal division over five years.

Under the “Animal Welfare” category, nearly 5 million hryvnias are planned for 2026. Total funding for the subprogram supporting the “Garantia” municipal enterprise this year amounts to 15.53 million hryvnias.

For the entire 2022–2026 period, more than 66.1 million hryvnias have been allocated for financial support of the enterprise.

In August 2026, Anastasia Ukolova became the director of the “Garantia” municipal enterprise in Kherson. Earlier, in May, she was appointed interim acting director of the enterprise, replacing Heorhii Lynetskyi in that position. Prior to that, Ukolova headed the “Revival of Kherson Region” charitable foundation.

In August, Ukolova filed a declaration as a candidate for the position of director of the municipal enterprise. The document appeared in the registry of declarations.

In the declaration, she listed a 2012 Skoda Fabia, which she purchased in November 2023 for 56,000 hryvnias.

No real estate owned by Ukolova or her daughter was listed in the declaration.
